This white paper argues that export finance is one of the most effective financing mechanisms to de-risk infrastructure projects in emerging markets for both private and public sector actors and can increase a project’s probability of success. Export finance, by the nature of the mandate of Export Credit Agencies (ECAs), does not feature prominently in the global development con versation. Yet, by shifting the lens through which one considers export finance, it may well be considered the original ‘blended finance’ instrument with a one hundred-year track record of delivery.
